206-room luxury hotel with 15,000 s/f conference center/spa,

The āSurf Beach/Dunes Beachā area (map) is 50 acres bisected by Young Ave, and bounded by HMB State Beach on the westand south, Hwy 1 on the east, and the partially developed Naples subdivision on the north. Maximum allowable development is 150 housing units, with 20 acres reserved for visitor serving, including horse facilities or other recreational purposes.Ā Ā For more detail, see HMB 1993 Local Coastal Program (LCP) Chapter 9, #9.3.3 (p.144-148).
