CCC Staff Report ~ 

 

“Appeal by Michael Ferreira (Loma Prieta Chapter) and John Callan (San Mateo Land Exchange) of City of Half Moon Bay decision granting permit with conditions to the Coastside Land Trust for improvements to a 2.8-mile segment of the California Coastal Trail and associated public recreation amenities west of the terminus of Wavecrest Road and north of the terminus of Redondo Beach Road in the City of Half Moon Bay. (IC-SF)”

“The Appellants contend that the City-approved project raises City of Half Moon Bay Local Coastal Program (LCP) conformance issues related to public access. Specifically, they contend that the project does not maximize public access due to the relocation of parking areas, provides insufficient parking capacity, lacks public access signage, and may aggravate poor road conditions along Redondo Beach Road. Staff has evaluated the local record and the Appellants’ contentions and believes that the
Commission should find no substantial issue in this case.”

 


 

 

 

The California Coastal Commission has 12 voting members and 3 non-voting members. Six of the voting members are “public members,” and six are local elected officials who come from specific coastal districts. All voting members are appointed either by the Governor, Senate Rules Committee, or the Speaker of the Assembly; each appoints four commissioners, two public members and two elected officials.

Each Commissioner may appoint an alternate to serve in his or her absence. The Secretaries of the Natural Resources Agency and the State Transportation Agency and the Chair of the State Lands Commission serve as non-voting members and may appoint a designee to serve in their place.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
