For several years, the Coastside Fire Protection District’s Board of Directors has envisioned a drone program that captures the advantages of this rapidly changing technology. Implementing a drone program is included in the district’s current Strategic Plan.

Over the past year, the Training Division has been working closely with the CAL FIRE UAS program on developing local policies and procedures, defining training requirements and collaborating with a drone manufacturer to build a unit purpose built for the fire service mission. Through research and development with leaders in the industries of both public safety and software companies, our drone development team has done a thorough job of vetting the challenges, we face daily to determine our needs while accounting for privacy, FAA regulations and records retention.

 

With the ability to enhance real time situational awareness to fireground commanders and the ability to view both emergency scenes and everyday calls from a new perspective. Unmanned aerial systems may be utilized to enhance the department’s mission of protecting lives and property when other means and resources are not available or are less effective. Any use of a UAS will be in strict accordance with constitutional and privacy rights, Federal Aviation Administration (FAA) regulations and CAL FIRE policies and procedures. Authorized uses of the UAS will include:

1. Emergency Incidents

2. Locate missing or trapped persons

3. Active shooter or violent intruder

4. Acts of Terrorism

5. Fires

6. Hazardous Materials Incidents

7. Search and Rescue Incidents

8. Suspicious or explosive devices

9. Natural disaster response and management

10.Recovery and Damage Inspections

11.Mutual Aid Incidents

12.Training Exercises

13.Special events

 

Staff recommends the purchase of three UAS Drones specifically for use within the district. These units will be deployed across the district and be accessible for use when a qualified drone operator is on duty. Additionally, the Training Division will ensure that all required NWCG and FAA Part 107 training is completed before employees use the drones. Employees will be operating the drones in accordance with CAL FIRE and Coastside Fire Protection District Policies.

 

Alternatives

The San Mateo County Fire Department is currently working with the San Mateo County Department of Emergency Management on a larger UAS Drone grant. These units will be deployed at locations that surround the Coastside Fire Protection District; however, they may be available to the District on an on-call basis. If the District does not proceed with the purchase of UAS Drones the alternative would be to use County Fire UAS Drones when needed.

The District Board meets once a month on the fourth Wednesday evening at 6:00 p.m. at District Headquarters, 1191 Main Street, Half Moon Bay.

Any writings or documents provided to a majority of the Board regarding any item on the agenda will be made available for public inspection at the Administrative Office front counter located at 1191 Main Street, Half Moon Bay, California, during normal business hours.

If you wish to address the board at a meeting, please complete a Speaker Request Form and give to the Board Secretary prior to the start of the meeting.

Coastside CERT is an emergency preparedness volunteer organization focused on creating a ready and resilient community along the San Francisco Bay Area coast from the southern side of the Tom Lantos Tunnel (Devil’s Slide) to Tunitas Creek Road.
