Coastal Commission Approves Emergency Development Permit for Surfers’ Beach Recreational Trail, Stairway and Revetment Replacements

PERMIT. From the California Coastal Commission on September 5th, 2024.

Permittee: California Department of Transportation (Caltrans) Emergency Location: On the seaward side of Highway 1 at Surfer’s Beach (from postmile 32.092 to 32.247), approximately 500 feet north of Coronado Street and 250 feet south of Pillar Point Harbor in Half Moon Bay, San Mateo County.


Emergency Description: Winter 2022/23 storms damaged the Highway 1 southbound shoulder embankment, the adjacent public pedestrian and bicycle path that parallels the road, the public access stairway, and the revetment fronting on Higwhay 1, all of which are located along the bluff fronting Surfers’ Beach. The entire stairway, approximately 60% of the pedestrian/bicycle path along a 35-foot section, and about 600 linear feet of the underlying revetment have been compormised. The proposed work is necessary to restore safe access to the traveling-public, emergency first-responders, the community, and recreational users.


Emergency Development: Caltrans proposes to replace the damaged path, stairs, and
revetment sections, including by upgrading the beach access stairway to concrete, with
the work to take place between September and October 2024.
