“Midnight is always the best time for passing tax hikes.
This past Monday, Valentine’s Day at Midnight, the Pacifica City Council approved polling to crowbar the largest tax hike in Pacifica history onto the November 2022 ballot.
And they did it again the next night, holding a secret meeting attended by zero members of the public to raise the Wastewater rates.
So what’s prompting this? Ex-Mayor Sue Beckmeyer’s folly, a $12M new Civic Center construction project which passed with no oversight or knowledge, has virtually bankrupted the City of Pacifica.
Former-mayor Beckmeyer was concerned the new taxes would coincide with her re election attempt.
City Manager Kevin Woodhouse opened the meeting by stating “the can has been kicked down the road as far as it can be kicked down the road” stating Pacifica is less than 24 months from a $2 Million annual structural deficit and that the City is only being kept afloat by American Rescue (Covid 19) funds.
Woodhouse’s pledge to run a “transparent process with robust public input” was belied by the fact that there was a single public attendee, who pointed out the irony of this statement suggesting the Council ask Brian Moura of the impact of a 20% TOT tax or immediately cancelling the $12M Civic Center project, but those questions were not asked.
Council heard recommendations by ex San Carlos City Manager Brian Moura of RGS before directed staff immediately retain a polling agency to poll on a 15.5% Transient Occupancy (hotel) Tax, an new local Sales Tax/ and an increase to what is already the highest User Utility Tax in San Mateo County if not Northern California, immediately to put the possibility of three new taxes to a June approval for the Nov 2022 ballot.
The meeting ended at 12:32am or thirty two minutes past midnight.”

Vision 2025 & Beyond – Fiscal Sustainability Analysis, Potential Revenue Options, and Ballot Measure Analysis & Communications Services PROPOSED ACTION: Receive, discuss, and provide direction to the City Manager on the updated 10 Year Financial Forecast and Options to Maintain the Current Level of City Services.
At tonight’s meeting, the City Manager is seeking the Council’s direction on which potential revenue measures should advance to the next phase of feasibility assessment. Once Staff has received that direction, work will continue advancing this matter for discussion with the Council and the community. That process will include the following steps:
1. Further work on assessing the feasibility of placing one or more revenue measures on the November 2022 ballot.
2. Retaining a firm to work with the City on educational outreach and public engagement on the potential revenue measure.
3. Returning to the City Council for a decision on moving ahead with a revenue measure – most likely in April.
4. If the Council moves ahead with a revenue measure, developing the proposed ordinance(s) and ballot measures on a timeline to meet County ballot requirements – likely in May or June.

The City Council of Pacifica
The City of Pacifica is governed by a five-member city council. Beginning with the general municipal election in November 2020, the City of Pacifica transitioned from at-large to district-based elections. With district-based elections, each of five councilmembers are elected by voters within that candidate’s district. The City Council selected the sequencing of elections for the districts such that District 1 and District 4 held elections for City Council seats in November 2020. Districts 2, 3 and 5 will be up for election for City Council seats in November 2022. If anyone knows of a brown act violation having to do with the hearing or vote to hold an election write this up I can include it in my amended complaint filing soon. Did they only include homeowners in the hearingif so that’s a violation right there meetings are open to everyone as well as voting I believe what is the agenda description correct? Let me know.
