STAFF REPORT. The City of Half Moon Bay submitted the Third HCD Draft Cycle 6 Housing Element to HCD on September 5th, 2024. On November 5th, 2024, HCD provided its response to the Draft per the statutory 60-day review timeframe (attachment 1).
On November 6, 2024, HCD delivered a second letter to the City (attachment 2). This letter outlines specific concerns about the City’s ADU Ordinance.
Staff just received these letters (same day as meeting 11/12/2024) and have not been able to complete full analysis. There are substantial issues in each letter identified by HCD which will require clarification from HCD and detailed staff analysis. Input and clarification from the California Coastal Commission (CCC) will be needed as many of the issues raised involve conflicts between the Coastal Act and State Housing laws (issues which the City cannot resolve on its own).
HCD indicates in their November 5 response letter that the City can expect a third letter focused on HCD’s concerns with Measure D. Once received, a copy of the letter will be forwarded to the Planning Commission and posted as well.
Staff will return to the Commission with further updates once we receive additional clarifications from HCD and CCC. Staff anticipates returning to the Planning Commission at their December 10, 2024, meeting.

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7pm at the Ted Adcock Community Center, 535 Kelly Avenue. The meeting is also remote by Zoom, Facebook and PCTV. Regular meeting agendas are posted 72 hours in advance. Special meeting agendas are posted 24 hours in advance.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.
The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.
The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
