City of Half Moon Bay Allows Last Minute Comments on the 20+ Year Land Use Plan

VIDEO. The Local Coastal Land Use Plan Public Hearing continued from September 30th, 2020, aim to give the public a last chance to take in these plans which have taken seven years complete.

There will be one last meeting October 20th, 2020, then the plan goes on to the California Coastal Commission for certification.

Staff Recommendation:

Staff recommends that Council receive a presentation, hold a public hearing, conduct a discussion, and provide direction to staff on the Land Use Plan Update and final recommended revisions (Exhibit A of the resolution). Council may then continue the public hearing to their regular meeting on October 20, 2020 at 7:00 PM, at which time Council would complete its deliberations and adopt a resolution to approve and adopt the 2020 Local Coastal Land Use Plan Update, as recommended to be revised pursuant to Exhibit A of the resolution to this staff report.

Background:

At its special meeting on the LUP update on September 30, 2020, the City Council continued the public hearing to October 6, 2020 as duly noticed. The continuance is intended to give the public and the Council additional time to review the final draft LUP update and potential revisions provided in Exhibit A to the resolution. As discussed at the September 30th meeting, these revisions are primarily minor in scope and intended to provide clarification. These revisions include proposed modifications to policies related to sea level rise adaptation, the Bernardo Station subdivision land use designation, and master plan phasing options for the North Wavecrest Planned Development (PD).
