Candidate Filing Period for Tuesday, November 5th, 2024 Election
Starts Monday, July 15th, 2024 at 8:00am.
Ends Friday, August 9th, 2024 at 5:oopm.
Contact the San Mateo County Registration & Elections Division and notify the Filing Officer that you are a potential candidate (city candidates contact the City Clerk). Make an appointment to declare your candidacy. Forms cannot be mailed to you.
For candidates seeking elected office, the filing period opens at 8 a.m. on Monday, July 15th, 2024 and closes at 5 p.m. on Friday, August 9th, 2024. Nomination Documents (Declaration of Candidacy and Nomination Papers) are available during this time. Paperwork must be filed by the close of business on Friday, August 9th, 2024.
City candidates shall file paperwork with their City Clerk’s office and should check the business hours of their City Clerk’s office; all other candidates shall file with the County Elections Official by 5 p.m. on August 9th, 2024.
No candidate who has filed a Declaration of Candidacy may withdraw as a candidate, except city, school and special district candidates are permitted to withdraw candidacy no later than August 9, 2024.
For offices without eligible incumbents seeking re-election, the candidate filing period is open for an additional five (5) calendar days and closes at 5 p.m. on August 17. Candidates may file in person or provide our office a written request to receive candidate filing documents electronically.

Senate Bill No. 415 (SB 415), also known as the California Voter Participation Rights Act, mandates jurisdictions with odd-year elections to move to even-year elections by November 2022 if voter turnout falls below a threshold established by law. The new law aims to increase voter participation and lower costs in local elections since even-numbered year elections have higher voter turnout. Below is a list of all jurisdictions with regularly scheduled even-year elections.

Federal and State Offices
California’s 13th Senatorial District
California’s 13th senatorial district is one of 40 California State Senate districts. It is currently represented by Democrat Josh Becker of Menlo Park.
How long is a Senate term? The Senate has a membership of 40 Senators elected for 4-year terms, 20 to begin every 2 years. During his or her lifetime a person may serve no more than 12 years in the Senate, Assembly, or both, in any combination of terms.
Becker (Democratic Party) is running for re-election to the California State Senate to represent District 13. He is on the ballot in the general election on November 5, 2024. He advanced from the primary on March 5, 2024.
U.S. House Representative in Congress, District 16
California’s 16th congressional district is a congressional district in the U.S. state of California. It includes portions of Santa Clara and San Mateo counties, extending from the southwestern San Francisco Bay Area through the Santa Cruz Mountains to the Pacific coast.
The district is currently represented by Democrat Anna Eshoo. Anna Eshoo (Democratic Party) is a member of the U.S. House, representing California’s 16th Congressional District. She assumed office on January 3, 2023. Her current term ends on January 3, 2025.
On December 20, 2021, the state redistricting commission unanimously approved a new map of congressional districts, under which the new district overlaps largely with the old 18th district.[3] The primary election of June 2022 was the first to feature the new districts; however, sitting representatives reflected the old district boundaries until the general election in November 2022.
Prior to the 2020s redistricting, the district included Merced County, most of Madera County, and part of Fresno County. During this time, cities in the district included Los Banos, Madera, Merced, and most of Fresno.
Cities in the new 16th district include Pacifica, Half Moon Bay, Atherton, Palo Alto, Saratoga, Campbell, Woodside, and Los Gatos, along with the south-central and southwestern parts of San Jose.
Most of the old 16th district is now part of the 13th and 21st districts.[4]
California’s 23rd State Assembly District
California’s 23rd State Assembly district is one of 80 California State Assembly districts. It is currently represented by Democrat Marc Berman of Menlo Park. The 23rd Assembly District, encompassing parts of the San Francisco Peninsula and Silicon Valley, including Campbell, Mountain View, and Saratoga.
Berman (Democratic Party) is running for re-election to the California State Assembly to represent District 23. He is on the ballot in the general election on November 5, 2024. He advanced from the primary on March 5, 2024.
10 Things You Need to Know to Declare Your Campaign
1. Make sure you are qualified for the office that you seek. Contact the relevant governing agency to find out the candidate and officeholder requirements. Are there residency requirements? Are you currently registered to vote in the jurisdiction? Ask the San Mateo County Registration & Elections Division to confirm this and, if not, get registered!
2. Get informed. The San Mateo County Registration & Elections Division provides resources for potential candidates including a Candidate Guide and seminars for potential candidates.
a. It is also important to know your Election Official. For school and special district candidates, the San Mateo County Registration & Elections Division is the Election Official. For city candidates, the City Clerk is the Election Official.
3. Contact the San Mateo County Registration & Elections Division and notify the Filing Officer that you are a potential candidate (city candidates contact the City Clerk). Make an appointment to declare your candidacy. Forms cannot be mailed to you.
The Candidate Filing Period for regularly scheduled elections opens 113 days before Election Day and closes 88 days before Election Day.
4. Don’t wait until the last minute to file your documents! If there is a problem, you may not be able to fix it in time. Call 650.312.5222 to schedule an appointment during the filing period. The San Mateo County Registration & Elections Division does not schedule appointments for the last day of the filing period.
5. Some offices require nomination petitions to be filed in order to qualify for the ballot. Please consult the proper Election Official to inquire about this requirement. Candidates should pick up their nomination papers early in the Candidate Filing Period to allow enough time for signature gathering and certification.
6. Be prepared to fill out a Statement of Economic Interest, Form 700, and disclose personal financial holdings. Download Form 700 on the Fair Political Practices Commission’s website.
7. Don’t forget your checkbook when filing your candidate statement. Payment MUST be submitted with your statement, or the statement will not be accepted!
8. After you file to run for office, check the Roster of Candidates on the San Mateo County Registration & Elections Division’s website to see if you are qualified. If the roster of candidates indicates that you are not qualified, call the Filing Officer to see what you still have to do to get qualified.
9. Research state regulations regarding the political activity of candidates by contacting the Secretary of State at 916.653.6224 and the Fair Political Practices Commission at 866.275.3772.
