Good afternoon Mr. Heldmaier,

I am reaching out to advise that Caltrans has been in the process of gathering documents responsive to Mr. Scott Boyd’s CPRA request, dated November 11, 2021 that was initially responded to on November 15, 2021, by Resham Haddox.

Due to a clerical error, a tracking number had not been properly assigned to this request. Today, #R013650-120921 was assigned in our tracking system and my staff will be sending a 14-day extension letter, from the system, by close of business. This casework is now assigned to Hector Chinchilla @Chinchilla, Hector@DOT.

In summary, we will need to time to review a voluminous amount of records from multiple divisions, and some records have been identified in hard copy format that will need reviewing and scanning. Therefore, we plan to release partial records as they become available for your review. We anticipate some records being available as early as next week and others will need additional time for which you will be advised.

Request Details: At this time, we formally request, under the California Public Records Act (PRA), all documents, emails, etc. pertaining to past, currently planned and future maintenance on the Caltrans owned Montara Bypass Lands. We expect records related to current clearance work and maintenance records from the past two years will be readily available and producible. Additional historical records of maintenance, we expect may take research and production time, and look forward to your PRA response for their delivery schedule.

On November 11, 2021, Montara Water and Sanitary District submitted a public records request regarding maintenance and fuel reduction work efforts on the Caltrans owned Montara Bypass Lands.

Though we received written correspondence from Mr. Haddox on November 15th, 2021, we have received no qualifying response to our records request to date.Under the California Public Records Act (CA PRA), Caltrans must respond within 10 days of a request.

That response must advise whether Caltrans will disclose, withhold and/or redact the records being requested, and must also inform the requestor of the date or estimated date that documents will be provided. Further, though the CA PRA does not provide a specific deadline to produce records, the general standard set forth in the Act is that “nothing in this chapter shall be construed to permit an agency to delay or obstruct the inspection or copying of records” signaling the importance of promptly disclosing the records.

 

November Caltrans Bypass Lands Update

Since July, the MWSD Board has continued to pursue information from Caltrans District 4 regarding the hazardous fire conditions on the Caltrans’ Bypass Lands property. On November 11, we issued our third letter.

As we noted in October, some targeted thinning activity has occurred on the property, and more recently, one of the abandoned buildings has been disconnected from electrical lines. However, the property is far from fire safe.

Our recent letter submitted a formal public record request for information on previous and currently planned maintenance work on this property. We also continue to pursue execution of the Specific Plan included in the 2013 Local Coastal Program Update action for this parcel. No action on the community’s concerns has occurred during the last 8 years.

We look forward to further clean-up by Caltrans on the Bypass Lands, as well as action to secure the community’s vision for this important asset.

The District is proposing to adopt a 9.19% increase in garbage collection, recycling and disposal fees and charges to maintain quality services in our area.

Dear Property Owner or Customer,

Montara Water and Sanitary District (MWSD) is proposing to adopt a 9.19% increase in garbage collection, recycling and disposal fees and charges for those services furnished by Recology of the Coast (Recology) under a franchise agreement with the District.

The rates are proposed to go into effect on January 1, 2022. In January, Recology adds new weekly food waste and green material composting to divert organic materials away from landfills and towards the production of value-added products such as compost, fertilizers and biofuels. This new service addresses California’s SB1383 mandate for curbside and commercial composting by January 2022. The 2022 proposed cost-based increase reflects additional costs related to weekly routes, labor, health and wellness costs, as well as organics and recyclables processing costs.

What Do the Solid Waste Fees and Charges Pay for?

• On-going operating expenses to collect and dispose of all garbage and recyclable material, and to account for and bill customers.

• On-going expenses for equipment and supplies needed to operate.

• Capital expenditures to repair, replace, and upgrade garbage collection trucks and other equipment.

• Tipping fees (also called dump fees) at Ox Mountain Landfill in Half Moon Bay to dispose of all non-recycled waste.

How Can Customers Reduce Garbage Collection Fees and Charges?

By switching from a 32-gallon garbage collection receptacle to a 20-gallon receptacle, your new monthly collection fee charge would be $27.07 instead of $33.17. Currently in the MWSD service area, only a small percentage of customers use 20-gallon cans.

Take Advantage of Free Bulky Goods Collection. Four times a year, Recology will pick up one item up to 200 pounds or five 30-gallon bags for no additional charge.

Increase Recycling + Reduce Garbage + Switch to a 20-Gallon Can = Save Money

 

Montara Water and Sanitary District (MWSD) works every day to deliver water, garbage and sewer services for the residents of Montara, Moss Beach, and adjacent areas north of El Granada. Over 6,000 residents rely on our services for their homes and businesses. Under a franchise agreement with the District, garbage collection, recycling and disposal services are furnished by Recology of the Coast (Recology).

Services

Sewer Authority Mid-Coastside (SAM) – MWSD is a member of SAM, the agency that collects and cleans our Coastside community’s wastewater before it enters the ocean. SAM meets monthly on the 4th Monday at 7:30pm. Jim Harvey and Scott Boyd presently serve as SAM board members.

Recology of the Coast – MWSD has contracted with Recology of the Coast for trash pickup, recycling, and waste hauling.
