SLR Policy Guidance Update Public Review Draft

Informational briefing on draft updates to the Commission’s Sea Level Rise Policy Guidance, which is available for public review and comment. The draft updates reflect: 1) evolving best available science; 2) integration of environmental justice principles and planning considerations; and 3) guidelines regarding updating Local Coastal Programs consistent with SB 272. This presentation will focus on updates related to science and SB 272 guidelines. A second informational briefing at a future Commission meeting will focus on the environmental justice updates. Discussion item only.

In August 2015, the Coastal Commission unanimously adopted its Sea Level Rise Policy Guidance: Interpretive Guidelines for Addressing Sea Level Rise in Local Coastal Programs and Coastal Development Permits (Guidance). As interpretive guidelines, and pursuant to Public Resources Code section 30620, this document is intended to assist the Commission, local governments, and members of the public when evaluating how to respond to sea level rise, but it is not a regulatory document.

The California Coastal Commission has 12 voting members and 3 non-voting members. Six of the voting members are “public members,” and six are local elected officials who come from specific coastal districts. All voting members are appointed either by the Governor, Senate Rules Committee, or the Speaker of the Assembly; each appoints four commissioners, two public members and two elected officials.

Each Commissioner may appoint an alternate to serve in his or her absence. The Secretaries of the Natural Resources Agency and the State Transportation Agency and the Chair of the State Lands Commission serve as non-voting members and may appoint a designee to serve in their place.
