VIDEO. From the Cabrillo Unified School District (CUSD) Trustees meeting on Thursday, December 14th, 2023 at 6:00pm, in person comments only.

Presented by: J Jesús Contreras, Ed.D., Deputy Superintendent of Business Services,  Matthew Spigelman, Sustainability Coordinator and Jaime Rico, MOT Supervisor.

CUSD is operating a 20+ year old diesel bus fleet that is failing to provide reliable, clean transportation.

CUSD needs 4 Type A (small) buses with two wheelchair lifts and 3 Type D (large) buses. These buses would provide the necessary transportation for our target students, would be available for field trips, and would act as resilient battery storage in the case of power outages.

i. Staff Report

CUSD is seeking to replace its bus fleet for increased efficiency, lessened environmental impact, and responsiveness to state legal mandates ahead. CUSD’s Governing Board has authorized staff to explore grants that will support the acquisition of electric buses to transport our students with disabilities. CUSD only transports students with disabilities to and from school.

Staff will present an update to the Governing Board on ways to secure a fleet of electric buses to transport its students and how to use the electric fleet to serve as backup power for the proposed modernization of the HMBHS Central Kitchen during emergencies.

FISCAL ANALYSIS

A partnership with Highland Fleets would allow for a hybrid process for the use of grants and lease of electric buses to stabilize CUSD transportation expenditures.

CUSD determined the most cost effective way to procure new buses would be to apply for grants and combine grants with Highland Electric resources. Highland would then install the infrastructure and would support the operation of a new electric bus fleet that would also help us comply with state requirements of us to convert our fleet to electric buses.
