As Half Moon Bay Endures Summer-time Trashy Parties at Poplar Beach San Mateo County Sheriff Rebecca Albin Offers some Answers and Direction

Q AND A with San Mateo County Sheriff Captain Rebecca Albin.

After the Gunn High School Party at Poplar Beach last weekend there was a lot of discussion and questions on Nextdoor. I reached out to Captain Albin to ask for clarification on a number of issues.

 

Are there signs indicating that fires and alcohol are illegal at the City of Half Moon Bay’s Poplar Beach?

Captain Albin: There is a sign posted at Poplar Beach indicating what is and what isn’t permitted.  We have an electronic sign board on Highway 92 that includes messaging and we generally do add beach messaging over the summer months.  Last year we additionally put up an electronic sign at Poplar Beach itself to reinforce the messaging, and we will likely do the same this year.

 

 

What are fines for fire and alcohol on Poplar Beach?

Captain Albin: 4.16.070 Penalties assessed.

A. The penalties assessed for each administrative citation issued for the same violation, which is not a violation of building or safety provisions of this municipal code, shall not exceed the following amounts:

    • First citation, one hundred dollars;
    • Second citation within a one-year period, two hundred dollars;
    • Third or subsequent citation within a one-year period, five hundred dollars, plus daily penalties in the amount of one hundred dollars per day for each day during which the violation persists, commencing upon the effective date of service of the citation.

B. The penalties assessed for each administrative citation issued for the same violation, which is a violation of building or safety provisions of this municipal code, shall not exceed the following amounts:

    • First citation, one hundred dollars;
    • Second citation within a one-year period, five hundred dollars;
    • Third or subsequent violation within a one-year period, one thousand dollars, plus daily penalties in the amount of one hundred dollars per day for each day during which the violation persists, commencing upon the effective date of service of the citation.

C. Payment of the penalty shall not excuse the failure to correct the violations nor shall it bar further enforcement action by the city.

 

D. All penalties assessed shall be payable to the city finance department. (Ord. C-2-12 §4(part), 2012).

What should a civilian do if they find drinking and fires on the beach?

Captain Albin: If a community member observes someone breaking the law at Poplar Beach, or anywhere else, they should call County Communications at 650-363-4911 so Deputies can respond.

 

 

Who is responsible for locking the gates at Poplar Beach?

Captain Albin: The procedure for closing the gate is that Deputies close the incoming gate at sunset and then faciliate any remaining cars to leave and once the last car has left, they close the other gate. HMB Public Works then comes back at daybreak and unlocks the gates for the day.
