General Manager’s Report for the Commissioners Special Meeting on December 18th, 2024.

I’m pleased that the Water Resources Development Act (WRDA) 2024 Bill Conference report was issued. The Pillar Point project survived the conference project and remains in the Bill.

The Water Resources Development Act is a complex and comprehensive legislative package that directs the Army Corps of Engineers to construct projects that improve rivers and harbors, flood protection and storm mitigation, and wastewater and stormwater infrastructure.

The bill authorizes a project I requested for Pillar Point Harbor in our District. The erosion of beaches near the Harbor is the unintended and unforeseen consequence of the breakwater the U.S. Army Corps of Engineers built in 1960 to make Pillar Point Harbor safe and protect the local fishing fleet. With the authorization, the Corps can determine what mitigation and prevention measures are required to address damage caused to the shores and beaches in northern Half Moon Bay by the installation of the breakwater. I’m proud to have initiated this important first step in the process for the benefit of all Coastal residents and its many visitors.

NOTE: The WRDA authorization should be signed by President Biden before the end of the year. Authorization is not appropriation (aka funding).
