I heard from a local realtor that if the Cannabis Start Ordinance were to by approved by the City Council of HMB, that Rocket Farms would be required to black out the greenhouse lights used for growing the starts. It does not apply to their existing flower greenhouses, however.

Page 18: “K. Light Control. Cannabis Nurseries shall minimize light pollution and enhance dark night skies. Lighting shall be fully contained on site, including exterior security light standards, building lighting, and greenhouse lighting as follows: Page 19 of 28 1. Light pole standards shall be a maximum of 15 feet in height and have sharp cut-off box fixtures; 2. Building lighting shall be mounted no higher than 15 feet above grade and shall have sharp cut-off box fixtures; 3. Greenhouse lighting, both interior and exterior, shall be fully shielded or screened from all directions.”

With the November 8, 2016, passage of Proposition 64, California voters legalized the adult-use of marijuana (also referred to as cannabis) under state law and directed state agencies to develop a regulatory and licensing program for commercial cannabis activities. Local governments have the authority to further regulate these commercial cannabis activities (both medicinal and adult-use) within their jurisdictions. Pursuant to initial City Council direction, the City of Half Moon Bay is studying options for regulating and licensing limited commercial cannabis businesses at a few sites within the City.
