San Mateo County Housing Element 2023-2031; March 2026 Draft.

San Mateo County is proposing additional amendments to the adopted 2023-2031 Housing Element of the County General Plan. These amendments are intended to provide additional development capacity to meet the County’s Regional Housing Needs Allocation, and to expedite the process of bringing the Housing Element into compliance with State Law.

The proposed amendments increase the maximum allowed density of sites identified in the Housing Element Rezoning Program, HE 11.2, for those sites located outside of the County’s Coastal Zone, from the current 120 units/acre to 150 units/acre. The amendments also establish an expedited timeline for completion of rezoning of the non-coastal sites, and a separate timeline for completion of rezoning of sites in the County’s Coastal Zone.

The draft amended Housing Element is available for review. Changes are shown in redlined text. The updated draft will be available for public review and comment until March 19 at 5:00 PM; comments received after this time will not be considered.

After the review period is complete, the amended Housing Element will be submitted to the California Department of Housing and Community Development for review of compliance with State law, and will subsequently be considered by the County Planning Commission and Board of Supervisors.
