Subject:Â Pescadero High School CSA 11 Water Line Extension Project (AR 5912, County Project No. PC027; Project File No. E51040000)
RECOMMENDATION
Acting as the Governing Board of County Service Area No. 11, adopt a resolution:
A)Â Executing an agreement with GradeTech Inc. for the Pescadero High School CSA 11 Water Line Extension Project, in the amount of $1,925,007.50; and
B)Â Authorizing the Director of Public Works to:
1. Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $192,500, or approximately 10 percent of the agreement amount; and
2. Approve payment up to the not-to-exceed amount of $2,117,507.50 for items requiring adjustment based on unit bid prices without execution of a change order.
BACKGROUND
Pescadero Middle/High School (School) serves approximately 170 students from Grades 6 through 12. The School previously relied upon groundwater for its potable water needs. In 2017, the State Water Board Division of Drinking Water cited the School’s well for exceeding maximum allowed nitrate and coliform contaminant levels. The School currently relies on bottled water for human consumption needs. Past attempts to drill new wells have failed due to insufficient water quality and quantity on the property.
On January 16, 2024, the County of San Mateo (County) and the State Water Resources Control Board (State Water Board) entered into an agreement (Agreement No. D2302015) for the funding amount of $4,191,330 from the Expedited Drinking Water Grant (EDWG) Program.
On March 11, 2025, this Board adopted Resolution No. 080965 which adopted plans and specifications, including conformance with Federal prevailing wage scale requirements, and called for sealed proposals for the Pescadero High School CSA 11 Water Line Extension Project (Project).
DISCUSSION
On Thursday, May 8, 2025, bids were accepted for the Project and subsequently referred to Public Works for checking and recommendation. The bid of:
GradeTech Inc., 299 W. Jack London Boulevard, Livermore, CA 94551 at $1,925,007.50 was the lowest responsible bid received for the work. The engineer’s estimate was $2,950,000. A summary of bids received is attached as Exhibit A.
A bid protest from Golden Bay Construction, Inc. received on May 15, 2025 was determined to be invalid.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT
The lack of a reliable drinking water source at the School creates a disparity that impacts students, faculty and the surrounding community. Access to drinking water is a key necessity and a cornerstone of public health and well-being. Completion of this Project benefits the School, the future fire station to be built on the School property, and everyone who utilizes these public facilities.
FISCAL IMPACT
The total estimated cost for construction is $2,117,507.50, which includes authorization for up to $192,500 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.
Funding for this Project will be from the Expedited Drinking Water Grant Program of the State Water Board. The Project will initially be financed by funds from the Capital Projects Budget as the Expedited Drinking Water Grant Program funds are received on a reimbursable basis.
There is no impact on the General Fund.
