San Mateo County Supervisors Approve Architect/Engineer for Pescadero Fire Station #59 Replacement out of Floodplain to Pescadero High School for $2.7M

Subject:  Fire Station No. 59 Architectural and Engineering Services Agreement

RECOMMENDATION
Measure K:  Adopt a resolution authorizing:
A) The President of the Board to execute an agreement with Perkins+Will to provide architectural and engineering services for CDF Fire Station No. 59 located in the town of Pescadero, for the term of March 1, 2025 through March 31, 2028, in an amount not to exceed $2,717,851; and

B) The Director of Project Development Unit or designee to execute amendments to the Architectural and Engineering agreement with Perkins+Will up to an aggregate amount not to exceed $135,893.

BACKGROUND
In January 2017, the County of San Mateo formed the Project Development Unit (PDU) to manage all new construction projects, including the replacement of Fire Station 59. This station is a vital regional asset, serving the South Coast and acting as a strategic base for wildfire response.

The current station, located in a floodplain, suffers from yearly flooding, mold, and plumbing system failures, impacting access and service to the Pescadero community. Seasonal flooding isolates the station, delaying emergency response and compromising safety. Moreover, the existing facility lacks adequate space for staffing and equipment, hindering CalFire’s ability to meet community needs, especially during peak fire seasons. To address these critical issues, the County Board of Supervisors approved the construction of a new fire station on a 1.75-acre site at 350-360 Butano Cut Off.

DISCUSSION
On October 18, 2023, the County issued an RFP to select an architect for the new Fire Station No. 59 and PBK Architects was awarded the contract. Following completion of  schematic design, and in view of site conditions not apparent at contract award, the County determined that the project required an increased level of civil engineering expertise and by mutual agreement terminated the agreement with PBK Architects.

To complete the design and oversee the project through completion, the County recommends engaging Perkins+Will.  Perkins+Will received the second highest score during the initial RFP and possesses the specialized civil engineering experience necessary for the project. Perkins+Will has substantial experience in developing rural sites and designing essential service buildings in seismically active regions like San Mateo County. The agreement includes provision of senior-level, Bay Area-based architects, and engineers to manage all technical challenges and provide on-site observation during construction. This expertise will ensure proper coordination of complex utility systems and adherence to both project schedule and budget.

The County Attorney has reviewed and approved the accompanying resolution as to form.

IMPACT
The project will increase fire service to vulnerable populations on the South Coast and act as a strategic base for wildfire response.

FISCAL IMPACT
Funding for this agreement is included in the CDF Pescadero Fire Station No. 59, Measure K capital projects budget included in the FY 24-25 approved budgets.
