Consistency determination by the National Oceanic and Atmospheric Administration to designate a new national marine sanctuary, encompassing up to approximately 7,573 square miles of ocean waters and submerged lands thereunder, adjacent to the central California Coast and extending about 78 miles offshore.

The National Oceanic and Atmospheric Administration (NOAA) has submitted a Consistency Determination for the designation of the Chumash Heritage National Marine Sanctuary (CHNMS or Sanctuary) located off the central coast of California, its draft management plan, and proposed draft set of regulations. Pursuant to the Coastal Zone Management Act of 1972 (CZMA), a federal sanctuary designation that would have an effect on California’s coastal zone must be found consistent with the affected state’s federally-approved coastal management program (16 U.S.C. 1451 et seq.). The purpose of the proposed action is to protect and support the conservation and continued study of cultural and biological resources within the ocean and submerged lands off the central California coast.

The California Coastal Commission has 12 voting members and 3 non-voting members. Six of the voting members are “public members,” and six are local elected officials who come from specific coastal districts. All voting members are appointed either by the Governor, Senate Rules Committee, or the Speaker of the Assembly; each appoints four commissioners, two public members and two elected officials.
Each Commissioner may appoint an alternate to serve in his or her absence. The Secretaries of the Natural Resources Agency and the State Transportation Agency and the Chair of the State Lands Commission serve as non-voting members and may appoint a designee to serve in their place.
