Half Moon Bay Planning Commission Considers Measure D ADU Ballot Recommendation to City Council but Decides 3-2 to Continue to the Next Meeting

In March 2024, the City Council directed staff to develop a ballot measure for the November 5, 2024 ballot, to amend specific provisions of Measure D, the City’s Residential Growth Limitation System. This direction followed feedback from the community during the February 2024 City Council Listening Sessions, during which the issue of potentially modifying Measure D to facilitate development of accessory dwelling units was discussed. The amended provisions would exempt accessory dwelling units (ADUs) and units affordable to low and lower-income households and align the Downtown Area associated with Measure D with the Town Center area designated within the Local Coastal Land Use Plan (LCLUP).

The proposed measure will address concerns raised by community members, and serve as a means to meet obligations under the City’s Cycle 6 Housing Element (of the General Plan). The Planning Commission will consider recommending the ballot measure to the City Council at its next regular meeting on June 11, 2024. Community feedback will be welcomed at the meeting. Adopt a resolution, recommending the City Council place a measure on the November 5, 2024 general election ballot proposing amendment of Measure D, the City’s voter-approved Residential Growth Limitations program, and specifically the provisions that add Measure D to the Local Coastal Land Use Plan and the Zoning Ordinance, to exempt Accessory Dwelling Units (ADUs) and deed restricted units affordable to lower income households from Measure D and to adopt the Town Center Map (Figure 2-2) of the certified Land Use Plan as the designated “downtown area” under Measure D.

G. The purpose of this Measure is to remove potential constraints on the development of ADUs, Junior ADUs, and deed-restricted affordable housing by exempting these units from Measure D.

 

H. A secondary purpose of this Measure is to align the “Downtown Area” with the City’s Town Center boundaries, which includes neighborhoods traditionally considered a part of the downtown.
