CONSENT AGENDA from the meeting on Tuesday, May 21st, 2024 at 7:00pm, as a hybrid meeting.
The City of Half Moon Bay holds district-based elections for its five city council seats.

- November 2024 Election – Districts 2 and 3 will elect a representative to a four-year term.
- November 2026 Election – Districts 1, 4, and 5 will elect a representative to a four-year term.
Staff Recommendation
Adopt a resolution calling for the holding of a General Municipal Election to be held on Tuesday, November 5, 2024, for the election of certain officers, and adopt a resolution requesting the Board of Supervisors of the County of San Mateo to consolidate a General Municipal Election to be held on Tuesday, November 5, 2024, and authorizing the City Manager to enter into a service agreement with the County of San Mateo for the provision of election services.
Fiscal Impact
The San Mateo County Elections Office estimate for the November General Municipal Election is approximately $45,000. An additional $5,000 is required for advertising, translation services, and printing of election manuals and other candidate materials. If any measures are added, they would be added at roughly $10,000 per measure. These costs have been incorporated into the proposed FY 2024-25 Budget.
Discussion
There are two City Council seats (District 2 and District 3) available in the November 5, 2024 election. The nomination period for candidates opens Monday, July 15, 2024 at 8:30 a.m. and ends Friday, August 9, 2024 at 5:00 p.m. City Hall operating hours will determine the local filing deadlines in Half Moon Bay (Friday closures). The City Clerk’s Office will be scheduling appointments for both pulling and filing of nomination papers.

1. Resolution calling for the holding of a General Municipal Election to be held on Tuesday, November 5, 2024, for the election of certain officers.
That the polls for the election shall be open at 7:00 a.m. on the day of the election and shall remain open continuously from that time until 8:00 p.m.
Each candidate for elective office may file a Candidate’s Statement of Qualifications, not to exceed 200 words.
Each candidate filing a Candidate’s Statement of Qualifications shall be responsible for payment of a pro-rata share of costs of printing, handling, and mailing as a condition of having his or her statement included in the voter’s pamphlet. A deposit of $300.
2. Resolution requesting the Board of Supervisors of the County of San Mateo to consolidate a General Municipal Election to be held on Tuesday, November 5, 2024.
That the City of Half Moon Bay recognizes that additional costs will be incurred by the County by reason of this consolidation and agrees to reimburse the County for any costs, which are estimated to be $45,000, plus roughly $10,000 for each measure added.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.
The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.
