Subject: Use of District-Discretionary Measure K Funds – Supervisorial District 3

 

RECOMMENDATION

Measure K: Approve an Appropriation Transfer Request (ATR) transferring district-discretionary Measure K funds, not to exceed $150,000 from Non-Departmental Services to the San Mateo County Department of Emergency Management for grant application writing services to support the Coastal Resilient Infrastructure Strategic Plan (CRISP).

 

BACKGROUND

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY

This is a request to authorize a transfer of funds from Non-Departmental Services to San Mateo County Department of Emergency Management, in an amount not to exceed $150,000, to provide for grant writing services in support of the projects identified in the Coastal Resilient Infrastructure Strategic Plan (CRISP).

The CRISP was initially funded in 2023 with a grant from the San Mateo County Emergency Services Council in response to the depth of coastal infrastructure needs made apparent during the winter storm season in 2023. Presently, the Department of Emergency Management is conducting outreach to stakeholders to gather data and inventory infrastructure resiliency projects along the San Mateo County coast. Future stages of the CRISP will include developing criteria for ranking infrastructure resiliency projects and seeking funds to support the design and implementation of projects within the plan. Grant application writing services are vital to the success of the CRISP for the following reasons:

1. Access to Funding: A dedicated grant writing service will significantly increase the chances of securing additional funding from state, federal, and private sources. The funding is crucial for implementing projects aimed at enhancing coastal resilience.

2. Expertise and Experience: Professional grant writers bring a wealth of experience and expertise in navigating the complex landscape of grant applications. They know how to tailor proposals to meet specific requirements and increase the competitiveness of funding requests.

3. Maximizing Resources: Investing in grant writing services is a cost-effective way to maximize the impact of available resources. It increases the potential return on investment by reaching additional funding opportunities that might otherwise remain untapped.

4. Enhanced Resilience: Securing external funding through effective grant writing will enable the County to implement resilient infrastructure projects that protect communities, ecosystems, and critical infrastructure.

By approving this transfer of funds, the Board of Supervisors demonstrates its commitment to proactive planning, resource optimization, and safeguarding the county’s coastal areas against future natural hazard threats.

FISCAL IMPACT

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
