Staff Report
In October 2023, two surveys of local voters were conducted.
The first survey was conducted from October 11th to October 16th and measured voter attitudes on a possible new GO bond measure.
The second survey conducted from October 23rd through October 26th focused on a potential new parcel tax measure.
The survey was managed by Dale Scott & Company (DS&C), the District’s financial advisor. A representative from DS&C will summarize the key findings of these surveys.
Parcel Tax
“With funds that cannot be taken by BEFORE INFORMATION the State and spent elsewhere, shall Cabrillo Unified School District’s replacement of its current annual parcel tax be adopted at $185 per parcel for 8 years (raising $2 million annually) to recruit and retain qualified teachers and staff; improve academic initiatives for English language learners; and enhance career and technical education/college preparation programs at Half Moon Bay High, Cunha Intermediate, Alvin Hatch Elementary, El Granada Elementary; Farallone View Elementary and Kings Mountain Elementary, with senior citizen exemptions and full public disclosure of all spending?”
GO Bond
“With funds that cannot be taken by the State BEFORE INFORMATION and spent elsewhere, shall Cabrillo Unified School District’s measure to improve student safety; renovate classrooms and facilities; construct teacher/staff rental housing; and ensure handicap access at Half Moon Bay High, Cunha Intermediate, Alvin Hatch Elementary, El Granada Elementary; Farallone View Elementary and Kings Mountain Elementary schools be adopted, authorizing $130 million of bonds with levies below 6 cents per $100 of assessed valuation (raising $8 million/year while bonds are outstanding), with legal rates, citizen oversight and full public disclosure of spending?”
FISCAL ANALYSIS
There is no financial impact to the General Fund.
RECOMMENDATION
This item is presented for information only to help guide the District’s decision regarding the placement of a general obligation bond measure and a parcel tax measure on the November 2024 ballot.

Cabrillo Unified School District (CUSD) Trustee Meetings ~ 2nd Thursday @ 6:00pm
The Cabrillo Unified School District School Governing Board is comprised of five school board members who are elected by the local community. The role of the school board is to provide leadership and oversight of the district. The Board ensures that the district is responsive to the values, beliefs, and priorities of the community.
The term of office for school board members elected in regular elections is four years, beginning on the second Friday in December after their election. The board meets at least once a month at the District Office, 498 Kelly Avenue, Half Moon Bay. Meetings are open to the public and are usually held on Thursday nights at 6 pm. A portion of the board meeting consists of a “closed” session for the purpose of discussing confidential matters, such as personnel or student issues.
