Recommendation to Governing Board
Staff now recommend adopting the elementary school boundary revisions that were proposed by CUSD’s demographer and staff back in April and selected as the most viable options by the Governing Board at that time. Should these new elementary school boundary revisions now be adopted by CUSD’s Governing Board, the enrollment boundaries would take effect beginning in August of 2024, and all newly enrolled students would be assigned based on these finalized elementary school boundary changes.

To ensure Cabrillo Unified School District’s elementary schools have balanced enrollment to operate efficiently, CUSD engaged demographer Tom Williams to review demographic trends, update enrollment projections, and explore elementary school boundary changes. At its April meeting, the CUSD Governing Board directed staff to engage the community regarding proposed elementary boundary changes beginning in 2024.
In 2019-2020, CUSD had changed Hatch Elementary School enrollment boundaries so that Moonridge students could attend their local neighborhood school. Due to COVID-19, the Governing Board’s direction to propose further TK-5 boundary changes was put on hold so that district staff could focus on the district’s response to the pandemic. Cabrillo Unified School District saw further enrollment declines in recent years, similar to most districts in California. Hence, staff worked with the district’s demographer to first analyze and then propose elementary school boundary changes in an effort to rebalance elementary school enrollment across the district. The Governing Board then directed staff to seek community input on proposed changes in order to help realize the goal of rebalancing and right-sizing CUSD TK-5 elementary school enrollments.
Tonight, the Board will hear and consider a presentation of staff recommendations for the currently proposed elementary school boundary adjustments to achieve balanced enrollment and more efficient school operations.

Demographer Discusses Alternatives for Right-sizing Cabrillo Unified School District Elementary Schools
Cabrillo Unified School District (CUSD) Trustee Meetings ~ 2nd Thursday @ 6:00pm
The Cabrillo Unified School District School Governing Board is comprised of five school board members who are elected by the local community. The role of the school board is to provide leadership and oversight of the district. The Board ensures that the district is responsive to the values, beliefs, and priorities of the community.
The term of office for school board members elected in regular elections is four years, beginning on the second Friday in December after their election. The board meets at least once a month at the District Office, 498 Kelly Avenue, Half Moon Bay. Meetings are open to the public and are usually held on Thursday nights at 6 pm. A portion of the board meeting consists of a “closed” session for the purpose of discussing confidential matters, such as personnel or student issues.
