HMB’s Assistant City Manager, John Doughty, reports to council.

The City prohibits alcohol (consistent with State Beaches) on all City-owned beaches.

Following several recent incidents in the neighborhood near Poplar Beach, the City is evaluating options for addressing after-hour activities, which are not only disruptive to nearby neighborhoods, but often represent public health concerns which include alcohol use/abuse and potential impaired driving.

In partnership with the Sheriff’s Office, we will resume locking the gate to the parking lot at Poplar Beach on Friday, June 23, 2023. Access to the parking lot will be limited to sunrise to sunset per the City’s Municipal Code. Poplar Beach itself will remain accessible to the public via the Coastal Trail and Poplar Parallel Trail in accordance with the California Coastal Act.

In addition to gate control, the Sheriff’s Office will continue to monitor after-hours activities. We ask for residents to partner with public safety by continuing to alert deputies of illicit activities.

We would like to thank community members for providing staff and the City Council the opportunity to respond meaningfully to these recent events. To report activity or an incident, please call 911 for emergencies or (650) 363-4911, the Sheriff’s non-emergency dispatch line.

Reminder of Beach Rules

In the summer of 2020, the City Council enacted new regulations for City Beaches. These regulations are posted at the entry to each of the beaches. Most notably, the City prohibited alcohol (consistent with State Beaches) on all City-owned beaches. In addition, the City maintained the prohibition of glass containers and expanded prohibitions to plastic bottles for single use of one liter (34-ounces) or less.

As a reminder:

  • Fires are prohibited on the beach or bluff;
  • Fireworks are prohibited throughout City limits;
  • Smoking and vaping is prohibited on beaches; and
  • Dogs are to remain on a maximum 6-foot length leash at all times.

  • Los incendios están prohibidos en la playa o acantilado;
  • Los fuegos artificiales están prohibidos en todos los límites de la Ciudad;
