RHNA is one of ABAG‘s (Association of Bay Area Governments) many responsibilities to ensure that affordable housing needs are planned for everyone in the Bay Area.

Conceptually, RHNA starts with the Regional Housing Needs Determination provided by HCD, which is the total number of housing units the Bay Area needs, by income group. The heart of ABAG’s work on RHNA is developing the methodology to allocate a portion of housing needs to each city, town, and county in the region.

What is a RHNA cycle?

Every seven to eight years, the Regional Housing Needs Allocation (RHNA) process is used to assign each city and county in California their “fair share” of new housing units to build. These units of housing are intended to accommodate existing need and projected growth in the region.

SACOG is where local government leaders in the Sacramento region come together to advance the goals of economic prosperity, connected communities, and vibrant places. SACOG works with its 28 member cities and counties to solve challenges that are too big for any one jurisdiction to solve on its own. A staff of 60 is guided by a board of elected officials from each city and county. SACOG plays a central role in transportation infrastructure planning and funding assistance for cities, counties, transit operators, and other entities responsible for providing for the travel needs of the region’s residents.

The Planning Commission consists of citizen volunteers appointed by the City Council to make decisions or advise the Council on land use and property development issues. The Commission assures that new development is consistent with our Zoning Ordinance, Subdivision Ordinance, long-range General Plan and Local Coastal Plan, State laws and other public policies that advance the interests of our community.

  1. If it’s ABAG, it’s a gift to developers dressed up as concern for housing and bad for everyday people. An attempt at regional government at its worst, as shown by ABAG’s sorry record over the decades. The quasi-governmental “agency” is sunk in over-population denial, natural resource ignorance, environmental disregard, and local control refutation.
