Sewer Authority Approves Funding for Integral Consulting to do a Facility Flood Hazard Model for Neighboring Pilarcitos Creek and the Kehoe Channel

From Staff Report for the Agenda Item

SAM facility is at a risk of periodic flooding due to intermittent, storm related flow within Pilarcitos Creek and the nearby Kehoe drainage channel. Several studies have been done in the past showing existing and future risk to the facility using modeling completed by United States Geological Survey (USGS). However, it is clear more sitespecific work is required to understand the existing and future risk to the facility.

 

SAM staff propose to carefully evaluate its vulnerabilities and risk and develop a strategic adaptation plan suitable for the facility.

 

Therefore, SAM staff reached out to a well-known Coastal Engineering firm – Integral Consulting Inc. Integral has a wide experience in carrying out such work. Presently Integral is also working with the City of Half Moon Bay on a project associated with Ocean Colony and the County of San Mateo on sea level rise impacts to facilities.

 

Pilarcitos Creek empties into a shallow lagoon abutting Elmar and Dunes Beach where water levels are regulated, in part, by a dynamic beach and dune system. Beach heights regulate water levels within the lagoon and the ability for water to flow freely across the beach to the Pacific Ocean. Dune size and shape are governed by ocean water levels and wave action. As sea levels are projected to rise due to climate change, the threat of flooding may increase as storm water levels increase and lagoon drainage pathways are altered maintaining an elevated risk of flooding at the facility.

 

Integral Consulting proposes to develop a facility level flood hazard model and develop flooding response scenarios with adaptation and recommendations.

 

Attached is the proposal received from Integral Consulting for a not to exceed $124,803.
