VIDEO. From the City of Half Moon Bay City Council meeting on Tuesday, May 17th, 2022 at 7:00pm by Zoom.

HMB Mayor, Debbie Ruddock, introduces the agenda item.

Councilmember Rarback challenges the consultant to consider the latest innovations in storm water capture (detention/retention), rather than more concrete.

Mayor Ruddock says that a “Watershed” approach will be necessary for the City to tackle city-wide storm water runoff.

From the Staff Report

Staff Recommendation:

Adopt a resolution authorizing the City Manager to award and execute a Professional Services Agreement (PSA) for the Pilarcitos Avenue/Kehoe Watercourse Outfall Repair Project (CIP No. 1005) to the most qualified and responsive proposer, Schaaf and Wheeler Consulting Civil Engineers of Santa Rosa, CA, in the total amount of $217,653

For the Pilarcitos Avenue Outfall Repair Project, the City anticipates a design that will: provide protection for a 100-year storm event; retain the natural features of the watercourse; prevent negative local and system-wide hydrologic effects; be minimally invasive to minimize disturbance, permitting and mitigation requirements; minimize hard treatments such as concrete and riprap; and, utilize soft treatments—such as vegetation and plantings–to the greatest extent feasible.
