VIDEO. At the 5/26/2020 meeting, Senior Planner, Scott Phillips, presents to the City of the Half Moon Bay Planning Commission the latest update for 2800 Champs Elysee Boulevard a single family home. The proposed home is 6,438 sq.ft. on a lot of 31,699 sq.ft.

They want to move 900 cubic yards of soil to create a basement, in response to neighbors who wanted the house to be less tall. The idea, not a plan, is to deposit the basement soil to the Dunes Beach agricultural land, a property that Vidovich also owns, and who is planning The Dunes Beach Project.
Planners and neighbors ask several important questions:
- Who cut the trees back, leaving no foliage, at the most western part of the property? Answer (from City Planner Scott Phillips): A neighbor, new to area, thought they were his trees and did not know you need a permit to cut big trees down. Mitigation: Neighbor is working with the City and Mr. Vidovich to remediate the cutting, by replacing the trees.
- Will Vidovich actually live there as his main residence? Or his residence in Los Altos?
- Will the concrete basement cause a damning effect, backing up thePullman Ditch Overflow into neighboring houses?
- How do neighbors manage the noise of 80 dump trucks moving 900 cubic ya
rds of dirt to the Dunes Beach agricultural lands? - By the pictures, the ditch is dry, but the water table on the coast is high. Neighbors testified that they use sump pumps to keep water at bay during heavy rains. How much noise will the 2800 Champs Elysee sump pump make?
- Will the basement cause soils subsidence?
- Will this development cause more stress to the Coastal Trail, which you can see by the pictures is in trouble?

The dewatering for the basement will NOT be put into the Pullman Ditch. That water will be kept on the property using bio swales to absorb the water. Mr. Vidovich will need to do more hydrology to keep the basement in the plans. Although unusual, there are several basements on the coast.
