GENERAL MANAGER REPORT. From the San Mateo County Harbor District meeting agenda for Wednesday, April 16th, 2025 at 10:00am as a hybrid meeting. Public comment only in person or by email. Meetings are currently being  held in person at the SMCHD Administration Building, 504 Avenue Alhambra, Ste. 200, El Granada. 

Agenda.  Item: General Manager Report: Coordinated with the County of San Mateo and the City of Half Moon Bay to develop and issue the 2024 Pillar Point Harbor Beaches and Venice Beach TMDL (Total Maximum Daily Load) Report.

San Mateo County has implemented Total Maximum Daily Load (TMDL) reports to address impaired water bodies, particularly concerning bacteria and other pollutants. The San Francisco Bay Regional Water Quality Control Board is developing numerous TMDL projects for various impaired water bodies. These TMDLs are designed to establish water quality standards and define pollutant limits. 

Pillar Point Harbor and Venice Beach have specific TMDLs for indicator bacteria, with plans to address sewage issues and runoff. 

TMDLs and NPDES (National Pollutant Discharge Elimination System) permits are closely related. TMDLs provide the framework for water quality restoration, while NPDES permits implement the specific measures to achieve those goals. Specifically, wasteload allocations (WLAs) within a TMDL are often used to develop NPDES permit limits for point sources. The U.S. Environmental Protection Agency (EPA) has established regulations requiring NPDES permits to be consistent with approved TMDLs.
