Kelly Avenue Pedestrian Safety Crosswalks Project – Construction to Begin Thursday, July 7th, 2022

The City of Half Moon Bay has contracted with Innovate Concrete, Inc. to implement the Kelly Avenue Crosswalks Project. The project is located at and through the intersections of Kelly Avenue/Pilarcitos Avenue and Kelly Avenue/Alsace Lorraine Avenue. This project is aimed to increase pedestrian safety in these areas.

 

The scope of this project is to install and refresh existing high visibility crosswalks, install and replace existing curb ramps to comply with ADA standards, and minor pavement restoration. Additional scope of work will include the installation of Rectangular Rapid Flashing Beacons at the Pilarcitos intersection, a raised crosswalk at the Alsace Lorraine intersection, and install radar feedback signs between the two intersections of interest.

 

Construction is anticipated to start on Thursday, July 7, 2022, and will continue through July 31, 2022.

 

Construction Hours are Monday through Friday from 7:30AM to 5:00 PM. Due to material delays, minor construction will resume sometime after, but should have minor impact towards traveling through the project area.

Additionally, the construction staging area will be within the public right of way, in line with Ocean Avenue. The existing dirt pathway that connects Ocean Avenue to and from Kelly Avenue will remain open throughout construction.

When traveling in the vicinity of both the work and staging area, please watch for signage and/or flag persons. Traffic control will occur during construction hours. Use extra caution in construction zones as a driver, bicyclist, or pedestrian!

Project Description: 
The Kelly Avenue Intersections Project proposes to improve pedestrian safety, accessibility, and minor traffic calming at, and between two intersections of Kelly Avenue. The intersections of interest are at Pilarcitos Avenue and Alsace Lorraine Avenue.

At the intersection of Kelly Avenue and Pilarcitos Avenue, the City is proposing to install new and refresh existing high visibility crosswalks at all legs of the intersection, install rapid-flashing beacons, upgrade existing curb ramps to comply with ADA Standards, minor pavement restoration, and updating existing signage.

At the intersection of Kelly Avenue and Alsace Lorraine Avenue, the City is proposing to install two total new high visibility crosswalks at the intersection, install one raised crosswalk crossing Kelly Avenue, install a new curb ramp, upgrade the existing curb ramp to comply with ADA standards, minor pavement restoration, and updating existing signage.

The City of Half Moon Bay also proposes to install two new speed feed back signs, between the two intersections of interest, to make drivers aware of their vehicular speed in the area.

Latest Update:
November 16, 2021 – The City of Half Moon Bay received the 50% Design Submittal from their consultants.

January 13, 2022 – City Staff presented the proposed project scope and the 50% design to the Bicycle/Pedestrian Advisory Committee (BPAC) and the attending public. The BPAC Committee and the attending public provided feedback to City Staff to incorporate in the next set of plans.

January 20, 2022 – City Staff presented the proposed project scope and the 50% design to the Cabrillo Unified School District (CUSD) School Board and the attending public. The School Board and the attending public provided feedback to City Staff to incorporate in the next set of plans.

The Bicycle/Pedestrian Advisory Committee (BPAC)

The Bicycle/Pedestrian Advisory Committee (BPAC) consists of seven Half Moon Bay citizens who advise the City Council, Planning Commission, and the Parks and Recreation Commission. In the past, the Committee addressed the development, maintenance, and implementation of the City’s Bicycle & Pedestrian Master Plan and the Bicycle and Pedestrian Design Guidelines.  As part of implementation of the City’s General Plan Complete Streets Policy, BPAC provides advice about circulation system improvements and programs to encourage cycling and walking as a means of transportation and recreation.

Committee members are appointed by the City Council and represent the diversity of perspectives in the community necessary for full representation, including: Two walking enthusiasts, one commuter-cyclist, one senior representative, one youth representative, and a representative for the Cabrillo Unified School District (appointed by the District).

Proyecto de cruces peatonales de Kelly Avenue: la construcción comenzará el jueves 7 de julio

La ciudad de Half Moon Bay ha contratado a Innovate Concrete, Inc. para implementar el Proyecto de cruces peatonales de Kelly Avenue. El proyecto está ubicado en ya través de las intersecciones de Kelly Avenue/Pilarcitos Avenue y Kelly Avenue/Alsace Lorraine Avenue. Este proyecto tiene como objetivo aumentar la seguridad de los peatones en estas áreas.

El alcance de este proyecto es instalar y actualizar los cruces peatonales existentes de alta visibilidad, instalar y reemplazar las rampas en las aceras existentes para cumplir con los estándares de la ADA y la restauración menor del pavimento. El alcance adicional del trabajo incluirá la instalación de balizas intermitentes rápidas rectangulares en la intersección de Pilarcitos, un paso de peatones elevado en la intersección de Alsace Lorraine e instalar señales de retroalimentación de radar entre las dos intersecciones de interés.

Se prevé que la construcción comience el jueves 7 de julio de 2022 y continuará hasta el 31 de julio de 2022. El horario de construcción es de lunes a viernes de 7:30 a.m. a 5:00 p.m. Debido a retrasos materiales, la construcción menor se reanudará en algún momento después, pero debería tener un impacto menor para viajar por el área del proyecto.

Además, el área de preparación de la construcción estará dentro del derecho de paso público, en línea con Ocean Avenue. El camino de tierra existente que conecta Ocean Avenue hacia y desde Kelly Avenue permanecerá abierto durante la construcción.

Cuando viaje en las cercanías del área de trabajo y de preparación, esté atento a la señalización y/o personas con banderas. El control de tráfico ocurrirá durante las horas de construcción. ¡Tenga mucho cuidado en las zonas de construcción como conductor, ciclista o peatón!
